Victor Talpa, a Latvian Civil Aviation Administration employee, established the Riga Aviation Museum in 1956. It is located on the grounds of the Riga International Airport and is still one of the largest museums of its kind in Europe. Outside of the Commonwealth of Independent States, the museum has the greatest collection of Soviet aircrafts.
