The Grier Pavilion was opened in 2008 to commemorate Barnett and Eleanor Jean Grier, two of Riverside's most well known civil rights activists. The pavilion is located on the 7th floor balcony of City Hall. It features a 10-foot-wide mosaic art piece known as the Center Circle of Inclusion.

The pavilion is also adorned with quotes form some of the world's most celebrated civil rights leaders, including John F. Kennedy, Cesar Chavez, Rosa Parks, Mahatma Gandhi, Abraham Lincoln, and Martin Luther King, Jr. Mayor Ronald O. Loveridge recognized the pavilion as a special symbol of togetherness and equality for the Riverside community in June 2008.
